#TIL: EV policies across Indian States

The coloured part in the map below shows the Indian states who have taken the first step towards EV adoption by drafting the EV policy.

Over the past few years, there has been a lot of momentum around electric vehicles (EVs) created by both central and state governments. There are 12 Indian states as of Jan 31, 2020 with an EV policy (either in the draft or final stage). This piece explains the state’s initiatives and policies to promote Electric Mobility.

Punjab:

  • Notified on 15th November 2019, Status: Final draft
  • More focus on manufacturing EVs, EV components and batteries
  • Prioritize 2Ws, 3Ws & Buses
  • 25% of all new sales of 2Ws, 3Ws will be electric over the policy period
  • Plans to convert 25% of the bus fleet to electric under the state transport department
  • Plans to make Punjab the hub for R&D in EVs

Delhi:

  • Notified on 24th December 2019, Status: Final
  • Vision is to make Delhi the EV capital of India
  • Plans to have 25% of registration of all new vehicles to be electric by 2024
  • Prioritize 2W, 3W, buses, goods carriers/freight vehicles
  • Scrappage & deregistration incentives for high-polluting vehicle categories
  • 50% of the fleet of all 2Ws engaged in last mile deliveries (food delivery, e-commerce logistics etc.) to be converted to EVs by March 2023 and to 100% by March 2025.

Uttarakhand:

  • Notified on 5th October 2018, Status: Draft
  • Manufacturing focused policy
  • 500 e-buses by 2030

Uttar Pradesh:

  • Notified on 7th August 2019, Status: Final
  • Focused on manufacturing of EV, EV components, batteries
  • 10L EVs on road across all vehicle segments and 70% public transport electric by 2030
  • 2L charging stations (slow, fast, swapping) by 2024
  • Start up & innovation programs

Bihar:

  • Notified on 14th June 2019, Status: Draft
  • Electrification of rickshaws is a priority
  • Convert all paddle rickshaws to e-rickshaws by 2022

Madhya Pradesh:

  • Notified on 30th August 2019, Status: Draft
  • Plans to have 25% of all new vehicles to be electric by 2024
  • Waived road tax, parking fees for EVs
  • Allows immediate online registration for EVs
  • E-autos will be given priority permits
  • Allows retrofitment for 2Ws, 3Ws, 4Ws under ARAI certification

Maharashtra:

  • Notified on 6th February 2018, Status: Final
  • Manufacturing hub for EV and EV components
  • Package schemes of incentives for MSMEs and large manufacturing units

Telangana:

  • Notified on 22nd May 2018, Status: Draft
  • Priority vehicle segment: shared mobility, public transport, institutional transport
  • Retrofitment for passenger vehicles, auto rickshaws, e-rickshaws

Karnataka:

  • Notified on 25th September 2017, Status: Final
  • Manufacturing and battery storage focused
  • Plans to create a secondary market for batteries
  • Venture capital fund will be set up to encourage start ups
  • Retrofitment applicable for existing 3Ws

Andhra Pradesh:

  • Notified on 8th June 2018, Status: Final
  • Targets to have 10L EVs by 2024
  • Green days will be celebrated to create awareness among public
  • Buses will be converted to 100% electric by 2029 (first phase in targeted 4 cities to be done by 2024)

Kerala:

  • Notified on March 2019, Status: Final
  • 1 million EVs on road by 2022
  • 6000 e-bus in public transport by 2025
  • EV Component manufacturing one of the key priority
  • Viability gap funding for e-buses and govt fleets

Tamil Nadu:

  • Notified on 16th September 2019, Status: Final
  • Manufacturing focused: Aims to attract INR 50,000 Crore of investment in EV manufacturing and create 1.5 Lakh new jobs
  • Priority vehicle segment: e-2Ws, e-3Ws, taxis, public transport (e-bus), e-commerce & institutional vehicles
  • EV special Manufacturing package
  • 50% capital subsidy on land if the investment is in Southern districts (15% for other regions)
  • One time re-skilling allowance for every employee working with EV manufacturing units
  • Special number plate for EVs notified in policy
